Solid Perfume PIF: Anhydrous Regulation, IFRA Compliance & Market Launch

A travel-friendly, alcohol-free, and zero-waste alternative to liquid perfumery, solid perfume (or fragrance concrete) is experiencing rapid growth. Applied directly to the skin (wrists, neck, décolleté), it falls under EU Regulation (EC) No 1223/2009 and requires a complete Product Information File (PIF) prior to sale.

Dual Regulatory Advantage: Because a solid perfume is a 100% anhydrous formula (waxes, butters, and plant oils with no water), it is exempt from microbiological Challenge Testing under the ISO 29621 standard. Furthermore, if you launch a collection of 4 solid perfumes sharing the same excipient base (≥ 85% identical), you qualify for our Common Base Range Pack at 800 € excl. VAT (i.e. 200 € excl. VAT per scent).

💡 Budget Optimization for Solid Perfume Creators

Common Base Range Pack: 4 Solid Perfumes for 800 € excl. VAT

Most solid perfume brands design a single master excipient base (for example: 90% blend of candelilla wax, shea butter, jojoba oil, and vitamin E) which they then decline with 10% different fragrance concentrate to create 4 distinct olfactory worlds.

  • ✓Eligibility requirement: 4 anhydrous formulas sharing at least 85% of a strictly identical base.
  • ✓Deliverables included: 4 separate and complete Product Information Files (Parts A and B), including the toxicological assessment of all 4 fragrances and their respective 82 allergens.
  • ✓Zero laboratory testing fees: Challenge Test exemption (ISO 29621) and free in-house stability protocol provided upon ordering.

Toxicological & Galenic Assessment

The 4 Compliance Pillars of a Fragrance Concrete

To compile Part A and enable our cosmetic safety assessor to sign the CPSR (Part B), your solid perfume is evaluated across four regulatory pillars:

1. Purity of Waxes, Butters & Oils

Verification of Anhydrous Raw Materials

Whether your base uses beeswax, carnauba wax, shea butter, or carrier oils (jojoba, sweet almond, fractionated coconut), we review the Safety Data Sheets (SDS), Certificates of Analysis (peroxide value, heavy metals, absence of pesticides), and antioxidant dosage (Tocopherol). Just like a lip balm or a dry oil, lipid purity is paramount.

2. IFRA 51st Amendment

Compliance with Category 4 Ceilings

Unlike a body lotion applied over a large skin area (Category 5A), a solid perfume is applied selectively to pulse points (IFRA Category 4). However, because fragrance concentrations are high (often 5% to 15%), we check every restricted molecule as well as potential phototoxicity from citrus extracts (bergamot, lemon).

3. Regulation (EU) 2023/1545

Labeling of the 82 Fragrance Allergens

Solid perfume is a leave-on product: any declarable allergen present above 0.001% in the finished product must appear in your INCI ingredient list. Because small containers (5 g to 15 g sliding metal tins, cardboard push-up tubes) have limited space, we validate the compliance of peel-off labels, secondary boxes, or enclosed leaflets under Article 19 of Regulation (EC) No 1223/2009.

4. Packaging & Stability

Aluminum Tin, Glass Jar, or Push-Up Stick Compatibility

At high concentrations, essential oils and aromatic molecules can interact with certain plastics or cardboard tube adhesives. We verify the cosmetic-grade or food-grade certificates of your containers in your secure shared online workspace and provide our in-house stability testing protocol.

Frequently Asked Questions

Everything You Need to Know About Solid Perfume PIFs

Does a solid perfume require a laboratory Challenge Test?▼

No. A solid perfume (or fragrance concrete) is formulated exclusively from an anhydrous fatty phase (plant waxes or beeswax, plant butters, carrier oils, antioxidant, and fragrance concentrate) with no added water. Under the ISO 29621 standard, the absence of free water prevents microbial growth: your solid perfume is exempt from laboratory Challenge Testing.

What is the price of a PIF for a single solid perfume or a range of 4 scents?▼

For 1 individual solid perfume (anhydrous formula based on waxes and butters), the complete PIF (Parts A and B + CPSR) starts at 320 € excl. VAT (Balm / Anhydrous category) to 380 € excl. VAT (Fine Fragrance category). If you launch a collection of 4 solid perfumes sharing at least 85% of an identical excipient base (e.g., 90% identical wax/butter base + 10% different fragrance), you qualify for our Common Base Range Pack at 800 € excl. VAT for all 4 references (i.e. 200 € excl. VAT per solid perfume).

How is stability testing performed for an artisanal solid perfume?▼

For an anhydrous formula such as a solid perfume in an aluminum tin, glass jar, or cardboard push-up tube, regulations allow stability and container-content compatibility testing to be performed in-house. Upon order confirmation at Ecosmet, we provide our free step-by-step stability protocol to verify the absence of oil sweating (syneresis), rancidity, and thermal deformation.

Which IFRA category should I request from my perfumer for a solid perfume?▼

A solid perfume intended to be applied to pulse points (wrists, neck, décolleté, behind the ears) falls under Category 4 of the IFRA 51st Amendment. Make sure to request the IFRA 51st Amendment certificate from your fragrance supplier confirming compliance at your dosage level (typically between 5% and 15% in a scented balm), along with the 82 declarable allergens statement.
